Take flour and put into microwave safe bowl. Microwave for 1 minute. Stir. Microwave for 1 more minute to kill any bacteria. You want the temperature of the flour to reach 160 degrees Fahrenheit. Allow to cool.
If using a stand mixer, fit with paddle attachment.
Cream together butter, brown sugar, and granulated sugar until light and fluffy.
Add in vanilla and milk. Beat to combine.
Mix in flour until just combined
Fold in mini chocolate chips.
